Abstract

Evaluation of Idrottsklivet from a knowledge and learning perspective. The purpose of this evaluation is to contribute to advancing the knowledge on the Swedish Sports Federation's initiative Idrottsklivet. Based on a development-supporting approach, we examine how associations in three different cities work to develop, disseminate and apply knowledge about inclusion, safety and lowered thresholds for sports for children and young people in socio-economically marginalized areas. The evaluation is carried out using interviews and document analysis as central methods. The collected material is analyzed thematically with a focus on learning rather than measurement, and is put in relation to Idrottsklivet's strategic principles. The result will be a quality-assured final report with concrete development proposals, for feedback to both the Swedish Sports Federation and the actors operating locally. The work runs from September 2025 to February 2026 and is organized in four phases: input, data collection, analysis, and reporting and feedback. Description of implementation The evaluation of Idrottsklivet is carried out with a clear development-supporting perspective, where learning, reflection and improvement are in focus. The evaluation is designed as a process evaluation and focuses on processes and how knowledge dissemination is organized from a long-term perspective, rather than on the results that have been achieved so far. We do not only look at intended processes but also at unintended and absent processes, and seek explanations for these with support from the research literature in the field, as well as previous evaluations of Idrottsklivet. Organization and meta-organizational starting points will be central to our interpretation of the material. Residential areas are seen as organizational landscapes where associations and especially sports associations have the opportunity to make a difference to the residents' everyday lives, well-being, health and also democratic influence. Within the framework of the organizational perspective, the positions, power and interests of actors become important for analyzing opportunities and obstacles to positive development for residents in the residential areas that Idrottsklivet focuses on. The purpose of the process evaluation is to create an understanding of how knowledge about inclusion, safety and barrier-lowering work is developed, disseminated, and used by different actors between and within different sports clubs in socio-economically marginalized areas, as well as to identify obstacles and possible ways to retain knowledge within clubs and among those who participate in the clubs' activities even after support from Idrottsklivet has been discontinued, and how knowledge dissemination of experiences gained can be developed.
